Why must AGI control reach the level of physical execution?

Because consequences only truly begin at the point of physical execution.

In purely digital environments, many errors can still be rolled back, patched, deleted, or isolated.
But once a system enters energy dispatch, industrial control, robotics, mobility, or infrastructure operations, execution may create irreversible consequences.

For that reason, AGI control cannot remain at the level of training methods, ethical principles, or output guidance alone.
It must reach the boundary where action either proceeds or is blocked.

This is where LERA becomes relevant.
It is an effort to move AGI control to the boundary of physical execution, rather than leaving it at the level of abstract discussion.
